What are customs declarations

A customs declaration is a legal document that declares the value and contents of what you are importing or exporting. It is used by customs authorities in both the origin country and the destination country to ensure trades are compliant and pay the correct taxes and duties.

Customs clearance is the process that goods must go through before being imported or exported. It is important that your customs declaration is accurate, or this can cause delays crossing the border. Customs declarations are also necessary for security, as certain goods are subject to licences or permits.

To import goods into England, Wales or Scotland you need an EORI number that starts with GB, and you will need a new one if yours does not. If you move goods to or from Northern Ireland you may need one that starts with XI. The service is for anyone who imports or exports and prefers to have a professional handle the work, rather than doing it yourself.

Import procedures

If you import goods from outside the European Union, you or your agent must complete a customs declaration. Some goods are prohibited, and some are subject to restrictions or may require a licence.

  • Declarations made electronically through Revenue Automated Import System (AIS)
  • Charges of Customs Duty, VAT and Excise Duty are paid at import
  • Payment by approved deferred payment account or Electronic Fund Transfer (EFT)
  • Invoice, certificate of origin and import licence must be available if requested
  • Goods bought online or by mail order may attract duty and tax

Export procedures

If you export goods to countries outside the EU, including the UK, you or your agent must complete a customs declaration. Some goods are prohibited, and some are subject to restrictions or may require a licence.

  • Declarations made electronically through Revenue Automated Entry Processing (AEP) system
  • Invoice, export licence and suchlike must be available if requested
  • UK importers may need a statement on origin to avail of preferential tariffs (0%)
  • Statements on origin require REX registration unless the consignment value is below EUR 6,000
