NCTS 5 , the next phase of the customs transit system used in the Republic of Ireland (NCTS-P5), is now live. This new system will align with the legal requirements for transit set out in the Union Customs Code (UCC). From a practical point of view there will be a familiarity to NCTS-P5 users with AES and AIS for instance.
Common data element (DE) nomenclature NCTS -P5 can be pre lodged up to 30 days in advance of shipping. A presentation notification message can be sent when the goods are ready to depart for the port.
NCTS-P5 will interface with the AES system allowing “export followed by transit” to work more seamlessly. NCTS -P4 will run parallel to NCTS-P5 for a period of three months up to February 29th 2024. An NCTS 5 declaration can be submitted to revenue, standard or pre lodged. Pre lodged declarations an be made 30 days before the goods arrive at the port for departure. When making a pre lodged declaration a “presentation notification” IE170 must be lodged to revenue before the goods present at the port for departure.
On Custran when a pre lodged declaration is at status registered a truck icon is displayed at the commands area for that declaration. This truck icon is the “presentation notification” and users can press this icon and submit the IE170 notification to revenue to declare the goods are departing for the port.
When a declaration is at status “accepted” the TAD icon is displayed on the commands section for that declaration. This is the Transit Accompanying Document (TAD). The transit MRN and barcoded on this pdf. This can be downloaded from users accounts and shared with hauliers if required.

When submitting a transit declaration to Revenue a comprehensive guarantee must be used. This guarantee covers the amount of the duty and VAT on your shipment.
